The always small and always misunderstood foreign assistance budget faces on-going threat because it has no obvious constituency. Except — it does! The International Affairs Budget is made up of "accounts" (in government-speak) that are collectively called the tongue-twisting "Poverty-Focused Development Assistance” or PFDA for short.
